President & CEO: Mark Weinstein, J.D., CPA, CEBS, LL.M., MPH -

Mark was born in Chicago, Illinois, and is a Graduate of University of Illinois at Champaign-Urbana (1982) with a B.S. in Accounting, of University of Southern California (1985) with a J.D. in Law, of The George Washington University (2002) with an LL.M. master of laws and MPH master of public health, and of The Wharton School and International Foundation of Employee Benefit Plans (2012) with a CEBS, Certified Employee Benefits Specialist designation. His thesis at The George Washington University was entitled: “ERISA Group Health Plan Fiduciaries Must Emphasize Quality Medical Care.” He is also licensed to practice law in Illinois, Nevada and Washington DC, and is licensed as a CPA in Texas.

Mark began his career in employee benefits at the accounting firm of Arthur Andersen in Chicago, Illinois (1985-1992). He was the plan administrator of a $50M+ annual self-funded health and welfare trust fund with more than 25,000 persons for the Clark County Education Association in Las Vegas, Nevada, where he turned a $5.2M deficit around into a $10M surplus (1992-2000). While attending graduate school in Washington, DC after 15 years as an employee benefits specialist practitioner, Mark served as a fellow at the Employee Benefit Research Institute (2001-2002). In 2002 Mark began as Chief Financial Officer of Anesti Pharmaceuticals, a start-up specialty pharmaceutical company that was formed to acquire and remarket neurological disorder prescription drugs.

Mark began his current position in 2003 with his current employer as the inaugural CEO of the Independent Colleges and Universities Benefits Association (ICUBA),, the only licensed, self-funded Multiple Employer Welfare Arrangement (MEWA) in Florida operating as a Voluntary Employees’ Beneficiary Association (VEBA). Mark has led ICUBA from a fledging $23 million annual enterprise with a $5.6 Million first year net loss in 2004 into an annual $95 Million+ community juggernaut today with a current average daily cash balance of $30 Million+ providing health and wellness value-based, patient-centric, consumer-directed benefits that have averaged less than 6% per annual premium rate increases with best-in-class service and provider discounts. ICUBA also provides fully insured dental, optical, disability, life and employee assistance programs along with a robust flexible spending and health reimbursement account program. Under Mark’s leadership, ICUBA has grown by more than 70%, currently covering more than 14,000+ people in the self-funded medical, behavioral health and prescription drug plan growing from eight not-for-profit, private Florida education employers to 24 employer members. Mark is currently working to make direct improvements to the health and wellness of the people covered by ICUBA, exploring opportunities available through the Patient Protection and Affordable Care Act to maximize quality (e.g. PCMH, ACO, community collaborative ventures, etc.) and wellness benefits, risk management strategies regarding large claims in order to keep costs down, and to increase the number of people ICUBA covers. Mark is currently serving as Chair of the Florida Health Care Coalition, which represents Florida employers together covering more than two million people.

Chief Operating Officer: Mary Jo Hatch, GBA -

Mary Jo was born in Pittsburgh, Pennsylvania and graduated from Edinboro University of Pennsylvania with a B.S. in Education (1983). Mary Jo received the Group Benefit Associate (GBA) designation from The Wharton School and International Foundation of Employee Benefit Plans in 2013 and is currently enrolled in the Certified Employee Benefit Specialist program.

Mary Jo joined ICUBA on November 4, 2013 and brings a wealth of experience - over 25 years of progressively challenging leadership roles in health and welfare benefit plan management and consulting. With a client centered focus, she is able to work effectively with members and brand partners at all levels. Mary Jo’s prior position at Collegiate Association Resource of the Southwest (CARES) in Texas, uniquely qualifies her for Chief Operating Officer of ICUBA. CARES and ICUBA are members of an exclusive group of six organizations that operate as state based, non-profit, self-funded health plans for private educational institutions. As the Executive Director of CARES, Mary Jo had full responsibility for all organizational operations and reported directly to the board of directors.

Mary Jo’s responsibilities as Chief Operating Officer of ICUBA include: supporting the strategic vision of the president and CEO; operational management of ICUBA’s brand partners; communicating benefit plan details to participating members; supporting, guiding and training committee members and staff; monitoring, interpreting and complying with federal and state regulations; monitoring and evaluating brand partner performance; developing reports and presentations; managing the claim appeal process; monitoring the performance and effectiveness of all processes inherent to the efficient operation of ICUBA; facilitating interaction between staff, brand partners and members to identify and resolve customer service issues; representing ICUBA to prospective Florida Educational Institutions to enhance participation in ICUBA; and serving as ICUBA’s Privacy Compliance Officer.

Chief Financial Officer: Paula Hedayat-

Ms. Hedayat is a Florida native, and is a graduate of The University of Central Florida (1988). She is trained in Six Sigma and has over twenty years of progressive financial management experience including operations, planning, forecasting, policy and procedure development and extensive knowledge of healthcare management accounting.

Ms. Hedayat began her career as an Accounting Supervisor for Metropolitan Life and came to ICUBA after leaving her role as Chief Financial Officer at United Healthcare. Ms. Hedayat is responsible for the ICUBA Financial Operations, including audit, financial planning, budgeting and accounting. Ms. Hedayat is also responsible for the day-to-day operations of ICUBA, including client services.

Client Services Manager: Quiana Rutland-

Ms. Rutland is a Florida native, and a graduate of Belford University with a B.S. in Human Resources Management. She has over ten years of experience in employee benefits administration and is Six Sigma certified with a Masters Certification in Human Resources Management. Ms. Rutland uses her extensive knowledge of employee benefits to act as a liaison between ICUBA's clients, participants, and brand partners to ensure optimal client satisfaction. She uses her keen eye for detail and process management skills to streamline day-to-day operation for ICUBA's Benefits Administration.
