Mark was born in Chicago, Illinois, and is a Graduate of University of Illinois at Champaign-Urbana (1982) with a B.S. in Accounting with honors, of University of Southern California (1985) with a J.D. in Law, and of The George Washington University (2002) with an LL.M. master of laws and MPH master of public health. Mark’s thesis at The George Washington University was entitled: “ERISA Group Health Plan Fiduciaries Must Emphasize Quality Medical Care.” Mark is also licensed to practice law in Illinois, Nevada and Washington DC, and is licensed as a CPA in Texas.

Mark began his career in employee benefits at the accounting firm of Arthur Andersen in Chicago, Illinois (1985-1992). He was the CEO and trustee of a $50M+ annual self-funded, government, school district employee, collectively bargained health and welfare trust fund with more than 25,000 employees, retirees and families of the Clark County School District in Las Vegas, Nevada, where he turned a $5.2M deficit around into a financially solvent trust fund that doubled the size of covered lives during Mark’s tenure (1992-2000). While attending graduate school in Washington, DC after 15 years as an employee benefits specialist practitioner, Mark served as a fellow at the Employee Benefit Research Institute (2000-2002) – see www.ebri.org . After completing his dual master program in 2002 Mark began as Chief Financial Officer and Chief Legal Counsel of Anesti Pharmaceuticals, a start-up specialty pharmaceutical company that was formed to acquire and remarket neurological disorder prescription drugs for later stage Parkinson disease.

Mark began his current position with his current employer as the inaugural CEO of the Independent Colleges and Universities Benefits Association (ICUBA), www.icuba.org , the only licensed, self-funded Multiple Employer Welfare Arrangement (MEWA) in Florida operating as a Voluntary Employees’ Beneficiary Association (VEBA). Mark has lead ICUBA from a fledging $23 million annual enterprise with a $5.6 Million first year net loss in 2003 into an annual $85 Million+ community juggernaut today providing health and wellness value-based, patient-centric, consumer-directed benefits that have averaged less than 7% per annum premium rate increases, on average, with best-in-class service and provider discounts. Under Mark’s leadership, ICUBA has grown by more than 70%, currently covering more than 13,000+ people in the self-funded medical, behavioral health and prescription drug plan from 20 not-for-profit, private Florida education employers. Mark is currently working to make direct improvements to the health and wellness of the people covered by ICUBA, exploring opportunities available through the Patient Protection and Affordable Care Act to maximize quality (e.g. PCMH, ACO, community collaborative ventures, etc.) and wellness benefits and to avoid adverse selection risk, seeking more effective risk management strategies regarding large claims in order to keep costs down, and to increase the number of people ICUBA covers in order to avoid a death spiral. ICUBA continues to strive to build a better employee health and wellness benefits plan through collaboration.

Chief Operating Officer: Sherri Rummel - srummel@icuba.org

Ms. Rummel, a Nebraska native, is a graduate of Bellevue University with a Masters in Management. Joining ICUBA in 2011, she brings her working knowlege of higher education along with 23 years of progressive senior role responsibliity and success in the Human Resources and Benefits Administration field. As a former Human Resources Consultant with her certification as a PHR (Professional in Human Resources), she has working knowledge of best practices in this field. With her business savvy, she has successfully mastered client relationships and people management while remaining employee centered. Ms. Rummel is responsible for the stategic planning, guidance, and maintenance of the employee health and wellness plan with coordination duties for all related resources and brand partnerships. Her on-going daily support for communication and training of all entities to enhance member participation and proactively minimize plan risks will help to ensure the success of the ICUBA business model.

Chief Financial Officer: Paula Hedayat- phedayat@icuba.org

Ms. Hedayat is a Florida native, and is a graduate of The University of Central Florida (1988). She is trained in Six Sigma and has over twenty years of progressive financial management experience including operations, planning, forecasting, policy and procedure development and extensive knowledge of healthcare management accounting.

Ms. Hedayat began her career as an Accounting Supervisor for Metropolitan Life and came to ICUBA after leaving her role as Chief Financial Officer at United Healthcare. Ms. Hedayat is responsible for the ICUBA Financial Operations, including audit, financial planning, budgeting and accounting. Ms. Hedayat is also responsible for the day-to-day operations of ICUBA, including client services.

Ms. Rutland is a Florida native, and is a graduate of Belford University (2009) with a Bachelor's of Science in Human Resources Management. She is the Membership Chair for the Orlando Chapter of ISCEBS. Ms. Rutland has nine years of experience in Benefits Administration and is responsible for the ICUBA Benefits Administration Team.
